Any idea why this would happen? Isn't vase mode a single perimeter?

The hint you've given is "Vase mode issue- 2 disconected shells" and a screen shot of a slice.
I gave the best answer that is possible based on the information supplied. But to answer the literal question asked: the answer is "YES".
Since you aren't telling us anything about what you are doing nor sharing a .3mf that let's us see the actual part and what settings you have set - well - nothing really to say except, nice pic.
Save the project file (.3mf); zip it into an archive, post it here.
Since the slice preview shows top layers - 100% guessing - you haven't actually selected vase mode:
