I've tried the ironing function in both Cura and PS, and, at least for me, the one in PS works much better, but as you say, it has some issues, and is not the perfect solution.
My initial tests on ironing with Cura (on the MK3S) could only be described as 'butt ugly', but those using PS were much better, even though some of the 'brush strokes' occasionally show through.
If I had the print that you show above, the first thing I would try would be to goose the ironing flow rate a wee bit, giving the system a bit more material to 'iron' on the top layer.
