Bottom interface layer is not generated (long open defect?)

This issue has been there for few years, as far as I can recall.
It greatly diminishes the value of multi-material printing with supports.
Here are the bottom and top layers for the supports.
The top layer is generated but the bottom layer is not.
The missing bottom layers are marked around with red.
For complex parts or for parts that require good surface quality, this is very detrimental.
It leaves marks or your object or you'll have a hard time removing supports.
The model is printed using PLA and polymaker , polysupport, treated as soluble support with no z-contact distance.

Here is the top interface of the same part that is correctly generated an printed.

If you enable . supports everywhere , then bottom interface layers are generated, but this is not something preferable.
