PETG Extrusion Problems

This is what my print looks like after a few layers. I'm using  Amazon's Black PETG filament. I've tried everything I can think of to get this to print. I've increased my print temp up 20 degrees, dried my filament in a food dehydrator at 150C for 8 hours, and increased my extrusion multiplier to 1.1 nothing seems to change. Visually it looks underextruded with more dots strung together on the wipe line. Here's a link to my Prusaslicer file. I'm using a stock MK3 with the latest firmware.
