Gouges in the top surface of a print

I'm printing this lightswitch plate ( https://www.thingiverse.com/thing:3482669) with Prusament Signal White PETG with the default profile for that filament at 0.1mm DETAIL.

I slowed the print move speed down since that usually gives me better quality and less issues in some spots.

As you can see there are a bunch of gouges near Tinkerbell's legs and some smaller ones on other parts of the surface. It's like the hotend dragged through the surface, though I don't know what actually happened.

(Tinkerbell's wand is also missing for some reason, I didn't see any indication that it broke off, but I don't know what would cause it to either break off or just not print)

The rest of the print looks good.

Any idea what would cause these marks?

Those look like problems in the model, not in the slice. 

And the downloaded model indeed does have issues. There are artifacts in the model when they joined Tinkerbell to the plate. The wand is a small feature and needs Detect Thin Walls. These are quite obvious when you preview the slice at 0.10 mm.  They go away at 0.15 mm.

Interesting! I just assumed that if it looked ok in the "render" mode of the slicer then it was good. Thanks! I should start looking more critically at the slice view. Usually I look for excessive bridges etc, but wouldn't think to examine what appears to be a flat surface.

For a quick fix you can use the "variable layer height" option to make the top layer of the cover 0.20mm just to get pass that spot.

If you can change model. I would make tinker bell print as a model, and the plate also print alone, then glue it together.

The plate, I would cover the holes with 2 layers on top, then print it, open the holes by hand, and glue the tinker bell on it.

Then the plate will be more smooth.

Did you print it with 0.2mm layer height or did you use variable layer height? I haven't experimented with variable layer height yet, but it seems like a good move for rounded objects.

0.20 quality ... Here's my 3mf file. It has color changes, too. Wings are a white, skin a flesh, dress orange.  The eyes are care of Sharpie.

Tinkerbell_SwitchPlate

On something like this, variable height wouldn't be helpful.
