Baby Yoda won't finish correctly

I try to print this nice baby Yoda By Christopher frieze.  I set it at 0.1 detail with prusament filament Pla.  It print all the way nice until the last top part witch are small perimeter.   The first was a bit empty so I add a modifier to change the density and type of infill for the top of the head. It gave me #2 .  Then I set all speed to 25 and tried it with just the top part mark Slow  With look perfect.   Then I tried to print this again with all modifications and I get #3 witch is not perfect .  

What should I test or change to have a flawless Yoda ?   I was thinking bumping the bed temp to 70 so I printed a test cap that was not good, actually look like the 3.  So do I slow the head even more so the cooling work better?

Watching...I got this on another print that had a very small, pointed feature at the top. That was with Prusa Slicer.  I sliced the object in S3D and it printed flawlessly. I'm thinking it is something going on in the slicer.

The wierd part is the head top parts print perfect on its own...  I could install another slicer but i have no other yet...  Setting that up meen more trial i guess it could wort it...   have you compare the small perimeter speed setting? 

I wonder what else i could try...  Look like its not sticking at some point...  More cooling so slowe speed? As the cooling is at max already...

I think I have retraction or heat creep problem .   For a while now I have a weird thing happening .  Almost every time I start a print I need to unload fillament and cut the small blob then its start ok.  It look if there a lot of flow it print well but as soon as there less flow and retraction it begin to underextrude?  Here a pictures of the blob i need to cut and a Tower of PI (that i wanted to print for a colllegue) that turn verry bad.  I did print this tower in the past with a fail in the middle but the printer manage to print it all the way to 3.14 ... 

Looking back I think my problem might have start  when I printed with Glow in the dark filament.  I had 2 nozzles clog before I figure it need 10-15 deg C more to print without clog. One of the time it stayed "printing/cooking" a few hour.  But at this point I did change my nozzle for a cheaper amazon nozzle while the other one was in acetone.  I did a few cold plug and use needle to free the hole.  Then I finish all the part with the Glow in the dark ,  without issue  the model was almost 1 spool.   But the printer was starting to be less reliable for small detail...  

-Could it be the nozzle giving more friction?  I will try to swap back to the e3d original 

-PTFE tube damage ?  

I would appreciate any tip before I dismantle everything lol .   I read somewhere on the forum that adding thermal paste in the cold zone section of the heat break could help.  There might be already,  I will try to check, the printer was performing well before so it should not be that but could not be bad.

I did change The nozzle for an E3D Nozzle X and after I did tune the temp of the Heat Bloc I was able to print the top part without issue with Prusament.   

If I try with 3D850 filament it does the same as it was doing in the in the top part.  I did change my Heat Break for a E3D Titanium and the print is almost perfect.  I am still perfecting my profile for this type of filament... but it's greatly improve

Green is the 3D850, Grey is Prusa and red Prusament...

The one not finish was full of filament not adhere to the print i put my thumb and it break, forgot to take a picture.  the other one is after the Heat Breat change..  i'll try again after i found the best parameter...
