Live Z calcultions
Is the live Z absolute enough that if I measure the difference between PEI and powder coated sheet I can add that difference to PEI live Z to get start point for powder coated sheet?

No. The PINDA trigger height also varies with the metal sheet thickness and composition.
You need to do live-Z test prints with each (type) of print plate.
I keep the current values for each machine and plate written down next to the printers. They won't be the same printer to printer and you also must redo them if PINDA or nozzle are serviced.
