Can't remove extruder cover

I appear to have a hopelessly clogged PTFE tube. I have some backup, but I can't get my extruder cover off. The right hand bolt just spins, but never comes out, and seems to be very securely holding the cover in. Anyone have suggestions on how I can get to the nut and secure it well enough to unscrew the bolt?

The associated nut is either in the back of the motor plate or extruder body depending on the model of your extruder. You face a fun task of taking things apart to the point of access the spinning nut from the other side. Jamming a steel pin beside the nut should stop it well enough to let you remove the bolt. Unfortunately this probably also means the nut's plastic pocket is damaged and that part should be reprinted.

In extreme circumstance, you can melt the bolt and nut out with a soldering gun, but that would destroy the affected plastic parts. Pretty much only to be done if you have spare parts already.
