Thin honeycomb/grid border? Holes too small

I'm trying to print a hexagonal honeycomb where the hexagon diameter is 2mm with a ~0.75mm space between hexagons.  The drawing looks good in FreeCAD, and the .stl file also looks good with the inter-hexagon space ~0.75mm.  However, when printed with the standard 0.4mm nozzle, the hexagon holes are only ~1mm dia and the inter-hexagon space is ~1.5mm.  I'm guessing this is due to squished perimeter layers?

I tried setting the minimum number of perimeters to 1 in the slicer, but it still generates 1 perimeter for *each* hexagon, with the result that there are two passes and the same too-wide inter-hexagon space.  Is there a way around this other than using a smaller nozzle?
