New MK3S Repeatedly Fails XYZ Calibration

I purchased the assembled MK3S and I am performing the initial setup and calibration.  

The printer passes the self-test. 

During the Z calibration, it "thrashes", for lack of a better word.  Z Calibration thrashing video

The XYZ calibration with the paper always fails with this message "XYZ calibration failed.  Bed calibration point was not found. Please check our handbook  and fix the problem."

I have no idea what the problem is or how to fix this.  

I have updated the firmware to the latest version.

What do I do?

Maybe a silly question, but did you calibrate without the steel plate? Calibration points are on the PCB.

Yes, the steel plate is off.  I don't understand the purpose of using paper, though.

The paper is to protect the PCB surface if the nozzle is adjusted too low and hits the PCB. If the nozzle is too low it will hit the paper first and you can stop the calibration with reset before there is any damage.

A steel plate was actually, still on.   I didn't realize I have two.  The magnets are strong enough, I thought the one in place was permanently attached.

Test is passing now.
