Leaking again

So the printer is failing… again. It printed fine in pla. But when it was determined part of my problem was the pei sheet I switched sheets and thought to test PETG. 

no issues with first layer. But I’m getting leakage again where filament pools on a corner of the heat block before it drops down into the print leaving black blobs of burnt filament. 

ifk what to do. I’ve rebuilt the hot end 3-4 times. This thing has been tightened every time. I tried wiggling it and I the block didn’t turn nor did the nozzle under finger pressure. Is the only way to fix this to buy a new hotend block, tube and nozzle?

Because it can't be seen on photo... check where from filament comes and collects on the crew head. If it's coming from top of the heater block, then nozzle isn't installed properly.

From what I can see on photos you just posted, I'm pretty sure nozzle is not installed properly.
When printing with PETG, nozzle and bottom part of heater block gets covered by filament quite quickly, so I wasn't sure. But in your case, filament is coming out trough thread on both sides of the heater block.
Disassemble, clean and assemble hotend "by the book" 😉

Reassembled and trying to recreate the problem

disassembled, cleaned reassembled.

I tried to screw it together when it was all cold. It would't screw in far. I heated it up some over the stove and it screwed together. First the hot end tube, then the nozzle. It has a slight gap between nozzle and block. I tightened everything finger tight. I know overtightening is bad. But I tried to make sure it wouldn't be loose. 

Its recalibrating printer now. I'm out of PETG but ill see if I can recreate the leakage problem with PLA. Otherwise I'm ready to throw money at the problem and just buy a new hot end.

No. Whatever the problem is (or was), new hotend will be physically the same as yours. So you should try to solve the problem with the one you have -unless you damaged something.

Stop asking how, and read the instructions - then follow them.

Your statement 'I tried screwing it together cold" says it all - you aren't trying to even begin following the printed "by the book" instructions for changing a nozzle.
