Bed not heating to displayed temperature.

I have had my Prusa I3 MK3S for 4 months now and have had issues with bed adhesion this whole time. I have been primarily been using PLA and about a spool of PETG, and I am using the textured sheet. I have had many successful prints but failures due to bed adhesion have been becoming more and more of a problem (2 out of 3 prints have been failing for about a month now). I have done PID calibration many times and everything comes back fine. I have had to start printing at 70 degrees to get the bed to 58-60 degrees. I have 2 infrared thermometers and a heat probe and No matter what temp I print at the bed temp is always about 80%-85% lower than the displayed temperature. I have disassembled and inspected this printer a dozen times and I can find no issues. Does anyone have any suggestions?

Wash your print sheet with detergent and water, use brims - and get a smooth sheet for PLA.

The bed temperatures are lower than shown on the lcd. I tested this also with an infrared thermometer on my bed . There was sometimes a difference about 15 degree. Raise the temperature and try again.
