Z-"gouge" instead of a scar

Recently, I've noticed this issue of holes in the side of my 3d print. I know that they occur at the point the extruder starts and ends a new layer's perimeter; usually, this is called a z-scar. But the "scars" have become more like gouges out of my print rather than a small line. On curvy prints, it's very apparent, like with these two prints:

 

But they even appear when the seam is aligned with a corner/edge, like here:

I've tried changing retraction speed, how much retraction, turning on wipe and coast, but nothing fixes the problem. These were printed using stock Prusaslicer profiles for Prusament PLA (the Galaxy Black print) and Prusament PETG (the Urban Grey prints), after giving up trying different settings. What is going on and how do I fix this problem?
