Is this a bug? I can't explain it's logic.

Prusa Mini +, through reasons of a cheap PETG filament, I need to use the Tune function to turn the temp up from 215deg to 230deg. I do this right at the start of the print as it's warming up from 170 for the first pass. Print results are absolutely fine as long as I do this.

I've discovered that after it prints the first layer (there's no raft), it will revert back to 215 deg!

If this isn't a bug, can anyone explain to me why it would do this?

If you examine the filament settings tab in PrusaSlicer, you'll see that there are temperature entries for first layer and other layers. What is happening is that:

  1. You start printing the gcode with the temperature set to the 1st layer temp.
  2. You manually override the temperature.
  3. At the end of the 1st layer, the gcode has a temperature command that overrides your manual setting.

Of course you can do another manual override AFTER the first layer has completed.

Create a new profile for that filament in the prusaslicer and adjust temperatures there. If your sliced settings tell the printer to heat only to 215°C you are using a wrong profile anyway?

If you're going to use PETG, slice your model in PETG.  Otherwise, the printer will run the program as if it were PLA.
