Filament -> Unload Filament doesn't turn off the heaters after the operation.

Firmware version 4.3.1+2759

This is probably already known, but the Unload filament function doesn't turn the heaters off after the procedure is done. Not a big problem since you can go to Settings -> Temperature -> Cooldown to turn them off, but it would be nice not to have to remember each time.

Also, why is the heatbed turned on when loading/unloading the filament?

I would guess that it assumes that you are planning to print.

Mine does the same, if you're just doing a color change or replacing a finished roll this makes it easy to do a change.  I don't have an issue with it.

I agree that its not a big issue. Just a note of polish that could be performed on the firmware. As I said in my original post, its easily accomplished by going to Settings -> Temperature -> Cooldown to turn them off.
