Inconsistent Print Quality on First Layer. Bed Leveling Problem?

Help! The first layer print quality on my PRUSA mini appears to be inconsistent depending on the location on the bed. I first noticed when the skirt is extruded. On the far left the skirt is thin and wide while on the far right the skirt is thick and less wide (Pic 1).

To test this further I printed out the Bed Level Test print from PRUSAs website (Pic 2). You can see that the texture of each of the squares is slightly different. Bottom left, z-offset appears to be too low and the print is rough but on bottom right the initial layer is perfect.

I measured the thickness of each square and took the average (pic 3) and there does seem to be some variation in the heights of each square.

I thought this might have something to do with the MINDA probe. Taking a look at it, it's not perfectly level with the bed. Yet, despite what I have tried, I am unable to get it perfectly level.

Any tips on fixing this? Or possible ideas what else it might be?
