Prusa I3 w/ E3D Titan Extruder - weirdness with extruding.

Hi all, had my prusa and e3d titan extruder for ages. Updated my pc and redid my settings to the T based on screenshots I took of all settings, now it wont extrude. I recalculated the steps/mm, reuploaded marlin firmware, and manually extruding was perfect. When I went to print however, although the printer was moving for the print nothing was extruding, the motor wasn't even trying. I turn it on to manually extrude again and it won't even do that. It just acts super weird. I've tried isolating the motor, the stepper controllers, even the extruder port (E0->E1) and the behavior still happens. I set the steps/mm but is there anything in Slicr that might be causing this? Any help or questions would be so greatly appreciated. I am literally losing my mind without being able to print, lol.

Hi all, so I replaced the ramps board, opened the extruder assembly to make sure it wasn't clogged, then it mysteriously worked. Printed a few things, then mid-print, acts up again, see video I just took:

Has anyone else had this issue before?
