What would be causing this "tearing" in my first layers?

Hi,

I've finally gotten the Z-adjust to a level where everything seems to stick together and make solid sheet, but I still get this "tearing" look on the first layer usually in the center. I'm not sure if this is an under extrusion issue, something with the bed level, or if it's just normal with the steel sheet. I cleaned the sheet with dish soap and hot water and 91% alcohol but it didn't seem to make a difference. This was printed with a .3mm first layer.

My mini was pre-assembled so I haven't altered anything with the assembly other than connecting the axis's together.

fix

Thank you. Slightly raising the z level, increasing the first layer temp to 220°C, and increasing the extrusion multiplier seems to have fixed this issue.
